2 Welcome Welcome to the Northern State University (NSU) Rising Scholars (RS) Program. Rising Scholars Program | Northern State University The Rising Scholars program is a concurrent enrollment program. Concurrent enrollment courses are taught during the regular high school day by high school teachers that have met the South Dakota Board of Regents (BOR) requirements. The Rising Scholars program follows the guidelines set by the SD BOR. Academic Affairs Guidelines 7.1 In registering for RS courses, you are eligible to receive credit at both the high school and NSU. The credits you will receive will be transcribed to an NSU transcript. This is an excellent way to get a jump start on college while concurrently satisfying high school requirements. RS teachers are selected and supported by NSU collaborating faculty. As you walk into a concurrent enrollment class, remember that your teacher is an affiliated adjunct faculty member at NSU. Also remember that as a college course, the expectations are at the college level, including content, assessments, and exams. These courses are equivalent to a regular section on the NSU campus. These are college courses, and you are a college student! NSU Rising Scholars program is accredited by the National Alliance of Concurrent Enrollment Partnerships (NACEP). The NSU Rising Scholars Program is the only such program in South Dakota that is accredited by NACEP. The Rising Scholars Program has met NACEP standards designed to ensure quality in the areas of curriculum, faculty, student services, assessment, and evaluation. Please see High School Dual Credit | Northern State University for details. Benefits Benefits of Rising Scholars Concurrent Enrollment Include: Getting a jump-start on college. Earning college credits helps you “fast-track” you to your college degree. Saving money. RS credits are offered at a greatly reduced rate in accordance with the South Dakota BOR policies. Gaining a competitive edge. Learning to cope with the rigors of college course work while taking only one or two college courses. Enjoying flexibility when you become a full-time college student. Completing college requirements in high school gives you greater flexibility when you enter college. Some students find they can pursue second majors, study abroad opportunities, and/or internships because of the concurrent courses they have taken in high school.
3 Learning college skills before your freshman year. The critical thinking, writing, and reading skills developed in concurrent courses will prepare you for success. Demonstrating your learning just as you will in college. High school (HS) students in the state who are enrolled in RS program can take college-level courses at their local high schools. The RS program is guided by the following principles as well as all NACEP standards: • All courses in the program are taught by highly qualified high school teachers. All teachers must meet the requirements for adjunct faculty appointments in the SD state system. • NSU faculty support, mentor, supervise, and evaluate the HS teacher in the program. • All courses follow the same or equivalent course syllabi as those used by the corresponding main campus university courses. Syllabi must be approved by the mentoring/supervising NSU faculty mentor and the appropriate NSU department chair. • All courses have the same or equivalent textbooks, examinations, grading standards, and policies as those used by the corresponding main campus university courses.
4 Admission Requirements The NSU Rising Scholars Program is open to high school juniors and seniors and must meet the criteria found on application form: High school junior eligible to enroll in a high school in South Dakota who meets one of the following requirements: a) earn an ACT composite score or superscore of 24 reflective of the 70% percentile; or b) rank in upper one-third of their graduating class; or c) earn a cumulative high school GPA of at least 3.50 on a 4.0 scale; High school senior eligible to enroll in a high school in South Dakota who meets one of the following requirements: a) earn an ACT composite score or superscore of 21 reflective of the 50% percentile; or b) rank in the upper one-half of their graduating class; or c) earn a cumulative high school GPA of at least 3.25 on a 4.0 scale; OR High School junior or senior eligible to enroll in a high school in South Dakota who meets all of the following Undergraduate admissions requirements: a) ACT composite score or superscore of 18 (or 21 for USD & SDSM&T); and b) Successful completion of coursework Requirements • Four Years of English • Three years of advanced mathematics • Three years of laboratory science • Three years of social studies • One year of fine arts OR High School junior or senior eligible to enroll in a high school in South Dakota who meet the benchmark scores on one of the assessments listed below: a) Smarter Balanced – Score Level 3 or higher on the English Language Arts AND Mathematics 11th Grade Assessments. b) PreACT Exam Composite Score of 24 or higher. c) ACCUPLACER Next Generation (QAS – Score 255 or higher AND Writing Score 263 or higher)
5 Registration Instructions Due by: August 31 1. For new Rising Scholars students: Registration form found at: Application for NEW students 2. For returning Rising Scholars students: Registration form found at: Application for Returning Students. For those unable to access the Continuing Registration DocuSign, the PDF is available as well. 3. Complete electronic form and submit. Sign using DocuSign- be sure to include parent email and school counselor email. 4. After submitting/signing the form, it will be sent to the parent email to sign, then the counselor to approve. The Rising Scholars program uses the same application as the High School Dual Credit (HSDC) program. If you are applying for both Rising Scholars and HSDC classes, you can use the same form to apply to both. 5. When enrolled, the Enrollment Confirmation email (Appendix A) will be sent to the student email provided on the application. This may take several days after all documents are received. 6. MUST COMPLETE! NSU Email Account: When the email is received, students must set up an NSU email account here: Reset Password (northern.edu) If you have another South Dakota University account (from USD, DSU, SDSU, etc,) you do not have to have an NSU account- you will be able to use that account. Upon receipt, NSU will verify admission criteria and placement requirement and register student for college credit. IMPORTANT NOTE: Counselors and teachers will be emailed NSU course rosters two weeks into start of semester. Counselors/teachers must check NSU rosters for accuracy. Counselors/teachers must send back to RS director confirmation that NSU rosters have been reviewed. No students will be added after this review. Retroactive credit is not allowed. Students not taking the course for college credit must sign an OPT-OUT form confirming that they do not want college credit, even though they are in the class for high school credit. This form will be sent to the RS director. Copies will be given to the high school counselor. (Appendix B) Important Dates and Process to Withdraw Semester Add and Drop dates including last day to withdraw, will be set by the university and published on the Banner system and Rising Scholar website, Rising Scholars Program | Northern State University

Students will follow the date of withdrawal that is on the Drop/Add table: Rising Scholars Registration | Northern State University If the student wishes to withdraw from the course, they must contact their high school counselor as soon as possible to withdraw from the NSU section. The student must complete the withdraw form attached. Billing statements for the term will not be posted until about 30 days prior to the start of the term. Paper billing statements will not be mailed to students. Pay by: Banner: All students should access their bill via their Banner account. • To get to Banner, click on “myNSU” myNSU and Self-Service Banner | Northern State University found on the top of the Northern homepage. There is a 2.75% surcharge for using credit or debit cards. OR: E-Check: If using a routing number and account number for a checking account (eCheck): • Students may also pay with cash or check at the Finance Office at 605-626-2566, or • Mail checks to the Finance Office: NSU Finance Office 1200 S Jay St Aberdeen, SD 57401 • There is no fee assessed. • Include the student’s name and ID number with any cash or check payment. • Students and/or high schools are responsible for textbook and lab costs. Impact on Future Financial Aid Students must maintain satisfactory academic progress to receive federal financial aid. This requirement includes maintaining a minimum cumulative GPA of 2.0 and completing and passing at least 67% of all credits attempted. All college credit that a student attempts, including Rising Scholar courses, becomes part of your academic record and is measured against this standard. Rising Scholar classes can help, or hurt, future financial aid eligibility depending on student performance. In addition, the total number of credits completed determines grade level. Grade level is important for both federal loan amounts as well as some scholarships. A student could receive more or less aid
7 depending on the particular program. Please contact your future university-of-choice for more information. Continuing Eligibility (See BOR AAC guidelines Academic Affairs Guidelines 7.1 Section 4.4) 1. Students must meet satisfactory academic progress in all HSDC or concurrent coursework credit per Board of Regents Policy 2:10 Grades and Use of Grade Point Averages, to maintain eligibility in the program. 2. Per these guidelines a student with a cumulative grade point average of 2.0 or better is in good academic standing. 3. If a student’s cumulative grade point average for all earned credit in HSDC or concurrent credit coursework falls below 2.0 in any given term, the student will be placed on suspension and unable to register for or remain enrolled in HSDC or concurrent credit coursework for the following term (reflecting Fall and Spring semesters only). Advising Student advising is available for all Rising Scholars students. Ms. Rhonda Carda is our Rising Scholar advisor. Rhonda can help you with many things, such as drop/adds, and any general college questions regarding plans of study. She can direct you to any of Northern’s many student services, such as tutoring centers, library access, and testing centers. 8 NSU Placement Table for Math and English Courses Fall 2023 Students in English and Math RS courses must meet the same minimum placement scores for ACT, Accuplacer or Smarter Balanced scores in these subjects as used on-campus (as per the SD Board of Regents). 1. Accuplacer tests will be administered by the RS program director, high school counselor or NSU Testing Center and the NSU Admissions personnel will assist in the registration process. 2. Students are allowed one challenge to the original placement decision. Students can take the Accuplacer no more than twice per semester to achieve a qualifying placement score. Students will pay a fee for any challenge testing. MATH PLACEMENT For initial placement. Must meet one of the following: *Accuplacer domains: QAS: Quantitative Reasoning, Algebra & Statistics; AAF: Advanced Algebra and Functions *ALEKS and Accuplacer access may vary by campus *Approved by AAC February 17, 2022 For students who wish to challenge their initial placement, the rules below apply. • Students challenge their placement by taking a math testing module in the Accuplacer testing system. 9 • Depending upon the student’s performance and course needs, the student may take the Quantitative Reasoning, Algebra & Statistics (QAS) test and/or the Advanced Algebra and Functions (AAF) test. • Rising Scholars students can test via the Accuplacer no more than 2 times in the Fall, and 2 times in the Spring. • After taking the Accuplacer, a Challenge Index (CI) is calculated using both the GPA and the Accuplacer test score; the CI then determines course placement. ENGLISH PLACEMENT For initial placement: If the student has current ACT or SAT scores or Smarter Balanced (SB) scores. Course placement requirements: To enroll in: Use the indicated ACT subscore or the SAT Evidence-based Reading and Writing (ERW) subscore or the indicated SB subscore to determine placement. Choose the highest placement generated among the scores. ENGL 101 (Composition I) ACT English = 18+ or SAT ERW = 500+ or SB Writing = 2583+ For students who wish to challenge their initial placement, the rules below apply. • Students challenge their placement by taking the corresponding testing module in the Accuplacer testing system (Writing). • Rising Scholars students can test via the Accuplacer no more than twice. To enroll in: Minimum Accuplacer score ENGL 101 (Composition I) Writing = 263+ 1. Students are allowed one challenge to the original placement decision. Students can take the Accuplacer no more than twice to achieve a qualifying placement score. 2. If a student does not have any placement scores for the English/Math course requested, there would be no charge for the Accuplacer. 3. If a student does not meet the Rising Scholars eligibility requirements and wants to take an Accuplacer to try to become eligible, there would be a fee as they are challenging their program eligibility. 4. If challenging their eligibility or initial placement (of any kind), the student will pay for the Accuplacer test before testing. If student has ACT subscores, SB, or SAT scores and still needs to take Accuplacer to place into MATH 114 or ENGL 101: Then student pays an $20 fee. If they do not pass the first time, they
10 can take it once more for another $20 fee. They are allowed to take the ACCUPLACER test up to two times per Fall and two times per Spring semesters. 2. If a student is using Accuplacer for program eligibility (meaning HS GPA, class rank or ACT composite are low), then student pays an $20 fee. If they do not pass the first time, they can take it once more for another $ 20 fee. They are allowed to take the ACCUPLACER test up to two times per Fall and two times per Spring semester. 3. If a student has no ACT, SB, SAT scores for MATH or ENGL placement, student does not need to pay $20. However, they can take Accuplacer again if needed, this would be a challenge, so student pays an $20 fee for 2nd Accuplacer test. 4. If a student is taking MATH 123, the first Calc Readiness Accuplacer test is at no charge. If the student is taking the Calc Readiness test for a 2nd time (a challenge), then student pays the $ 20 fee to NSU. 5. If a student does not have any placement scores for the English/Math course requested, there would be no charge for the Accuplacer. 6. If a student does not meet the Rising Scholars eligibility requirements and wants to take an Accuplacer to try to become eligible, there would be a fee as they are challenging their program eligibility. 7. If challenging their eligibility or initial placement (of any kind), the student will pay for the Accuplacer test. The fee is $20 payable at this link below. For payment of this fee: Testing Center Payment - Formstack This will be payable by debit or credit card online. Please contact the NSU Finance office for any questions. 605-626-2566. Counselors: Please send a list of your students who will be taking the test so we can forward this list to the Finance Office. The Finance Office prefers to know in advance who is calling and paying for what test. Cancellation Policy RS program courses may be cancelled prior to the individual RS course established Census Date. The Rising Scholars course must have: • greater than (>) 50% of students enrolled for dual credit for the course to run. If less than or equal to 50% of students are registered for dual credit the course will be cancelled by the school’s Census date (found on website). See Academic Affairs Guidelines 7.1 Section 5.2.3 • a minimum of eight (8) students must be enrolled for dual credit for course to be offered. Cancellation of the course will be initiated by the NSU Registrar’s office and students/teachers will be notified. Refunds of tuition will be sent within two weeks of cancellation. (course cancellation applies to either the 50% rule or not reaching the minimum number of students)
11 Credits Earned and Ordering Transcripts All NSU Rising Scholars courses will appear on an NSU transcript. 1. If attending a SD Regental institution (NSU, USD, SDSU, DSU, BHSU, SDSMT) you do not need to order a transcript. Your transcripts are in the SD BOR system. 2. If you are going to a private university or out-of-state, you will need to order an official NSU transcript to be sent to that university. The transcripts become a permanent part of the student’s college record and must be disclosed to any future institution of higher learning. 4. Students are responsible to consult with the institution of their choice regarding transferability of credits earned and applicability of credits earned to their intended program of study. SD Board of Regents Links Academic Affairs Guidelines 7.1 (11/2022) BOR MATH and ENGL Placement Guidelines Course Guidelines RS courses will meet all system and university requirements and be equivalent to classes held on the NSU campus. RS courses will meet NSU requirements for syllabi, textbooks, and course content, including assignments, tests, and final grades. A. Syllabus: 1. The first step toward success in any college class is to carefully read the course syllabus because it will contain vital information on course expectations, key dates, class attendance, textbook(s), other course resources, and grading criteria. Think of the syllabus as a course roadmap. Every RS course will have an approved college syllabus and students are made aware that university policies apply. (i.e. FERPA regulations, academic misconduct policies) College policies are available on the Rising Scholars Resources | Northern State University webpage. 2. Syllabi will include appropriate policies on academic disabilities, cheating, and plagiarism. Students will sign a form that says they have read the syllabus and understand all the policies before taking the course. B. Tests, Assignments, and Grading: the high school teacher will work collaboratively with the RS NSU faculty mentor to ensure that all RS classes require college-level work comparable to the corresponding college work expected in all equivalent classes taught on the NSU campus. Final Course Grades: All final grades (A, B, C, D, F) will appear on a NSU transcript. University policies on withdrawals from class and incompletes will apply. There are no minus/plus grades given. 12 D 60-69% F 59% and lower Academic Dishonesty Policies NSU academic dishonesty policies apply to students in RS courses. There is an academic integrity statement in all syllabi. Sample plagiarism policy in syllabus: “Cheating and other forms of academic dishonesty and misconduct run contrary to the purposes of higher education and will not be tolerated. Academic dishonesty includes, but is not limited to, plagiarism, copying answers or work done by another student (either on an exam or an assignment), allowing another student to copy from you, and using unauthorized materials during an exam. Northern State University's policy and procedures on cheating and academic dishonesty as outlined in the Northern State University Student Handbook apply to this course. The consequences for cheating and academic dishonesty in this class include receiving no or reduced credit for the assignment and failing the course. Students may also fail the course after receiving failing or reduced grades for affected assignments.” If a student is suspected of plagiarism or cheating, the instructor will start the process of an informal resolution. If the student contests the informal resolution, the case will go to the NSU Student Conduct Officer to begin the formal resolution. This follows the SD Board of Regents policy. Within Banner, you can view your schedule, grades, transcript, student account, and pay your tuition. If you have not yet set up your Wolves account, please follow the instructions below. Your Wolves account will be used to access Gmail, D2L/Desire2Learn, Library Database, and Banner. If you have any problems setting up your Wolves account, please contact Northern’s Help Desk at 605-6262283 or help@northern.edu. WOLVES ACCOUNT RETRIEVAL 1. From the Northern Homepage select the myNSU link, located near the top right hand corner. 2. Click "New Account and Password Reset" under Technology Services.
16 3. Under “First-Time Access,” click Start Here. 4. For your User ID, please enter your Wolves email address as listed above, then the captcha and click Next. 5. You can select one of the following options: Text or Call your Mobile Phone, or Email my Alternate Email. You will then enter either the full phone number or personal email address that matches the one provided on your application. If the last 2 digits of the phone number displayed don’t match your phone number, please call Northern’s Help Desk at 605-626-2283 for assistance. 6. Enter the verification code sent to you. 7. Set your new password and click on Finish. • PASSWORD REQUIREMENTS • Must be 8 characters in length. • Must contain at least three of the following four character sets: • Lower case letters • Upper case letters • Numbers • Special characters (e.g. !@#$%^&*) • May not contain any part of your username 8. After setting a password, return to the New Account and Password Reset page. 9. Under “Register or Change…,” select Register or Change Info. 10. Follow the prompts on screen to finalize a method of verification (phone, email, or security questions). 11. Go to https://northern.edu/duo (from a computer) to register for Duo. • Duo is mandatory for all students and acts as an extra layer of security for your Wolves account. • When logging in, you will get a prompt on your phone (in the Duo app) to approve the login. • If you do not have a smartphone, you must purchase a Duo hardware token: https://bit.ly/nsutoken • While it is shipping, please call the Help Desk (605-626-2283) to gain immediate access to your account. 12. You may now use your Wolves account to access D2L, Gmail, the Northern Network, and Banner. STEP 2: PAYMENT Billing statements will not be accessible until early-August. Paper billing statements will not be mailed to students. All students should access their bill via their Banner account. Payment is due in full by September 4, 2023. 1. From the Northern Website, select myNSU in the top-right corner. 2. Under “Self-Service Banner”, select Student Information. 3. Sign in with your Wolves account. 4. Under “My Student Account” (on the right-hand side), select SDePay/View Accounts/Pay Here. 5. Students may pay online, in person or by mailing a check to the NSU Finance Office at the address below: NSU Finance Office 1200 S Jay St. Aberdeen, SD 57401 *Please put the student name and Banner ID# on the memo line* 6. For other questions or information, please contact the Finance Office at 605-626-2566. NOTE: There is a 2.75% service fee for using credit or debit cards. If using a routing number and account number for a checking account, there is no fee assessed.
